한국의 갯벌Protection and Management
Protection System
The protection system for Getbol, Korean Tidal Flats is based on the Wetland Conservation Act, and the buffer zones divided into terrestrial and marine areas are based on the National Land Planning Act and the Public Waters Management Act, respectively. These laws restrict indiscriminate development activities in the property and buffer zones, and do not affect fishery works (Article 13-5, Wetlands Conservation Act), private ownership and property rights.
The inscription of the tidal flat areas as a UNESCO World Heritage Site spread awareness from being considered “useless land and a target for reclamation” to “a property for all humanity that must be conserved for future generations”. Also, it has become a milestone of a major change in national management policy that focuses on conservation based sustainable development.
Management System
An integrated governance system has been established, where various stakeholders related to the World Heritage Sites, including local residents, central ministries, local governments, and experts, have participated together. Activities at various levels are underway, from government, NGOs, and local residents, to ensure efficient integrated management of the property and appropriate on-site management in each site. Additionally, many measures have been implemented to prevent, reduce, and respond to risks associated with natural and man-made disasters.
